Rules vary state to state and county to county so there are lots of variables. In Maryland it has to be a complete commercial kitchen, all NSF equipment versus regular household appliances. I got a loan for $25,000 to construct mine in my basement and to buy all the equipment. Wound up not being able to do it at home due to issues regarding drainage for our septic system. I now have a shop & kitchen in a small professional building. I rent 800 sq feet. The owner allowed me to convert the back 500 sqft into a commercial kitchen and I use the 300 sqft office area up front for my consulting and display area. I share the lobby with a hair dresser which is great for business even when I'm not there. I still work a part-time day job and my shop is only open by appointment which I can get away with since I am a wedding cake specialist. I never wanted a bakery with set hours and cakes waiting to be purchased. This arrangement has worked out great for me. Good luck with whatever you decide to do.
