ditto what Denise said. I'm in Connecticut, and while my town allowed it when I opened, rules have since changed. So many towns around me don't allow a home based food business. Your first step is within your town, (health department and possibly zoning), and then possibly a department within your state. I am licensed by both. Good luck! (where are you located? maybe someone else from your area will chime in with hints and tips).
