making gumpaste people

I am putting together a cake that would ideally have 4 or 5 standing people on it, but I can't seem to make it work- they're top-heavy, even with toothpicks in their feet. Someone suggested instead of using gumpaste, to use teddy grahams and pipe little clothes on them (it is a kids cake) however, teddy grahams are so small! I need to stylize these people so they won't be so top-heavy, maybe squatty legs or something. Any suggestions from the experts out there? Tips or tricks? Pictures you could show me? Any help would be appreciated!
