Gum Tex is added to help firm it up and make it dry faster, not familiar with the cake but they may be telling you to add it so it doesn't lose its shape. I'm assuming that the brim of the sombrero will not be eaten (since they are saying to add gumtex to it), but I have heard (and I have never tried this), that Fixodent (yes, the stuff for dentures), can be used in a pinch as a replacement for gumtex or tylose. It is food safe...since people put this in their mouth!
