gumpaste people

I used gingerbread cutters before. bake a lollipop stick or popsicle stick in the back of the cookie..then ice with different colored clothes, hair etc...This is pretty sturdy.

For gumpaste you can use spagetti pieces to help hold the figure together instead of toothpicks..and then use thicker icing as a base to help hold...

You could also use chocolate hand drawn on parchment. You can give them a whimsical look...just use small tip or small piping parchment for better control.
