Pretty heavy topper! Will it be sitting directly on the 2nd tier or will there be a plastic plate on top of the tier with columns? If there is a plastic plate and it is supported well under the plate, then it would be fine to place it on there. However, if no plate, then you'd need to put some dowels in the cake to hold he weight of the topper. Sitting by the cake is acceptable, too. Have them put some flowers or something on the top and in the 2nd tier space if need be.
