You can use paper towels or dress maker interface...even a tissue, to smooth icing after it crusts. Don't let it crust very long or this won't work. Test and when the towel won't stick it is ready to smooth. Unfortunately it is hard to find smooth towels now, with no pressed pattern. Look at the cheapest ones and you may find smooth ones.
Delivery: Is usually done all decorated. If you decorate the cake the day before you deliver it and you used crusting buttercream icing, the crusting locks in the decorations so they don't fall off. This is always the best way because, even if something falls off, you find it out in good time to be repaired. In fact, I always assembled my wedding cakes overnight. This really helps them to settle nicely.
